Not sure when, but they expanded the purchasable land area for expansion. It's now slightly bigger. They mostly expanded towards the bottom left of the screen.
I've not been able to expand anything yet because I've yet to be able to access the Store for about a month now. So, I'm probably going to have to expand if and when I gain access to the store.
